Reedling Consultants will make representation to the Local Authority before the submission of an application.
These Planning Appraisals will make due enquiries as to potential uses and any planning policy constraints. These appraisals can be carried out for either residential, commercial or mixed use developments.
Over the last few years there have been a number of changes to the planning system. The introduction of the Local Development Framework introduced various documents which have been produced by Local Planning Authorities for adoption as part of the new system.
The National Planning Policy Framework was introduced in March 2012, this changed some of the guidelines when considering Applications. Local Authorities are also changing some of their policies to bring their plans in line with this new policy.
These appraisals are particularly useful when a scheme is proposed and the property use or approval would influence the viability of the scheme. They will also determine if the site can be redeveloped now or if we need to look to Planning Policy for future development. It will inform whether the proposal is in line with policy which will influence the outcome.
We would undertake a site visit and then research any former planning approvals or refusals. Discussion will take place between the Planning Officer and Policy Officer to discuss any policy and planning difficulties they see from a Local Authorities prospective. Statutory consultees can also be approached to see if they have any other issues with the proposal. For example Highways, Environment Agency & Conservation; we will always try to overcome any problems, if possible prior to submitting any planning application. We will research the Local and National Planning Policies which may influence the proposal.
A recent example of this was an application for the removal of an agricultural condition, on examining the planning history and talking to the Local Authority it became apparent that the same result could be achieved with a Certificate of Lawfulness as the Council had not taken action for many years. Other circumstances allowed the owners to achieve the same result with much less stress and risk!
